Stephen Hall

Founder, Circa Innovations

In 2003, Stephen Hall moved to Charlotte, NC to pursue an education in Network Administration. He obtained his A+, Net +, MCP and MCSA certifications. Mr. Hall then began working for an ELD Software company as a network administrator. His duties there involved user administration, internet marketing, and organizing software deployment.

In January of 2005, Mr. Hall returned to Pawleys Island, SC and started e City Info, LLC., the developer of eLowcountry.com, a portal site for a tourism based communities. e City Info, LLC. introduces inexpensive internet advertising and marketing to local businesses, giving them a much needed web presence for the clientele. The company has built a strong client base that continues to grow each year.

In 2007, Mr. Hall partnered with Wire Fly Communications, LLC., overseeing each project from beginning to end. He met with potential and present clients, reviewing each project’s definition, to glean a full understanding of the client’s expectations; he acted as Account Manager. He also was able to educate clients on the processes and benefits of going wireless.

After expanding the company to New Orleans, LA in 2011, Stephen and Darin Veale took Wire Fly through a complete rebranding process. From that, Circa Innovations was born and brought a new and exciting communications platform to the multifamily industry. Stephen says “New Orleans is an amazing city with so much culture and diversity. They welcomed us with open arms and a beignet! Nothing could be finer.”


Mandy Walker

Managing Director, Chief Executive Officer

Mandy’s career in telecommunications and technology began in 1998 in Silicon Valley where she spent five years working with high tech start-ups, designing solutions for legacy companies that were moving to online sales along with traditional industries that were moving away from brick-and-mortar locations.

In 2011, Mandy began consulting for Circa Innovations and a decade later accepted the position of Director of Sales & Marketing. In 2024, Go Circa has undergone a transformation, with Mandy assuming an ownership position and guiding the organization in a new direction as a Woman-Owned Small Business (WOSB).

Mandy is also a mother and community advocate who is passionate about New Orleans and currently serves as the Vice Chair on the Executive Council as a Member of the New Orleans Public Radio Family which includes NPR, WWNO 89.9, Classical 104.9, Jazz 89.9 HD3, Podcasts, Radio Shows, the Coastal Desk and The Cokie Roberts Fund for Local Journalism.
